為進一步加強對國有資產的監管，切實履行政府出資人職責，根據海誠農業集團組建實施方案要求和目前取得的工作績效，市委市政府完成了對海誠農業集團派駐黨委書記工作。7月31日，在市委組織部安排下，新任黨委書記楊福德與市農業集團班子成員召開見面會。

  市委組織部干部一科科長代棠明宣讀了任職決定，市農業集團總經理李彥睿做表態發言，感謝市委組織部的人事安排，堅決擁護市委市政府的決定，在集團黨委的正確領導下圓農發展盡職責，為農村改革求擔當。市農業集團黨委書記楊福德表示，今后將多學習多實踐，發揮黨組織的領導力，全力為企業發展保駕護航。

  最后，市委組織部常務副部長梁銘權對楊福德書記提出三點希望，一是擺正位置，支持企業發展，起到黨建引領作用；二是加強團結，發揮核心凝聚力；三是充分利用黨組織在企業的載體作用，煥發企業活力。并希望農業集團在黨建引領下有更好更快的發展。

  據悉，海誠農業集團至去年成立以來，在李彥睿總經理、李世文總監的帶領下，先后完成了籌備、推進和試運營階段，今年進入了全面運營階段。此次派駐黨委書記，應該說是在企業發展的關鍵時期，健全農業集團黨組織、董事會、監事會、經理層等法人治理結構的重要舉措，符合海城國有企業的改革要求和服務三農的客觀需要，為農業集團未來發展提供了重要的組織保障。

  In order to further strengthen the supervision of state-owned assets and effectively fulfill the duties of government investors, the Municipal Party Committee and Municipal Government completed the work of the party committee secretary of Haicheng Agricultural Group according to the requirements of the implementation plan of Haicheng Agricultural Group and the current work performance. On July 31th, under the arrangement of the organization department of the Municipal Party Committee, Yang Fude, the new party secretary, held a meeting with members of the city agricultural group.

  The deputy director of the Municipal Party Committee Organization Department, Dai Tangming, read the appointment decision  . Li Yanrui, the general manager of the Municipal Agricultural Group,who made a statement. Thanks to the personnel arrangement of the organization department of the municipal party committee, and firmly supported the decision of the municipal party committee and municipal government, under the correct leadership of the party committee of the group. Agricultural development fulfills its responsibilities and seeks responsibility for rural reform. Yang Fude, the secretary of the Party Committee of the Municipal Agricultural Group,who said in the future, he will learn and practice more, will play a role in the leadership of the party organization, and to make sure the growth and prosperity of our economy.

  Finally, Liang Mingquan, the executive deputy director of the Organization Department of the Municipal Party Committee, put forward three points to  Yang Fude. First, he will put himself in a right position and support the development of the enterprise and play a leading role in party building. Second, strengthen unity and exert core cohesiveness. Third, make fully use of the role of the carrier of party organizations in the enterprise. , rejuvenate the vitality of the enterprise. And he hopes that the agricultural group will have a better and faster development under the leadership of the party.

  It is reported that since the establishment of Haicheng Agricultural Group last year, under the leadership of General Manager Li Yanrui and Director Li Shiwen, we have completed the preparatory, advancing and trial operation phases , and this year we have entered a stage of comprehensive operation. The party secretary should be said to be an important measure in the development of the enterprise group, the board of directors, the board of supervisors, the managerial level and other corporate governance structures in a critical period of enterprise development,it is satisfied with the reform requirements of Haicheng state-owned enterprises and the objective of serving the three rural areas.It provides an important organizational guarantee for the future development of agricultural groups.
